University-based Accelerator R&D Proposal Process for FY 2006

 

In FY2006, the process for ILC Accelerator R&D proposal submission, review and grant decisions will follow the model used for the FY2005 process.  All new projects will need to be submitted individually by the project leaders as individual grant requests to DOE. All new projects to be funded by NSF will also be added as subcontracts to the existing NSF umbrella grant to Cornell University, titled ÒUniversity-based Accelerator R&D for the International Linear ColliderÓ. Continuing grants from DOE, or from NSF through the Cornell umbrella grant, will also be reviewed based on progress reports. Projects approved for FY2006 funding will be supported by distribution of funds from the DOE or NSF, either directly as individual grants in the case of DOE, or via subcontract through Cornell in the case of NSF.

 

New projects are solicited from individuals and groups to address specific R&D topics. The review process for new and continuing projects will proceed in two steps:

 

  1. The Americas Regional Team (ART) of the Global Design Group (GDE) will conduct a review of all submitted projects, together with a review of the currently ongoing grants.  This review will assess the importance of the proposed research in the overall context of the ILC R&D program, and will result in a prioritization of projects and continuing grants that will be provided to the DOE and NSF.

 

  1. New projects and continuing grants will be reviewed jointly by the DOE and NSF, either through panel(s) or by individual external reviewers, as appropriate.  The DOE and NSF jointly will evaluate the advice from the ART/GDE review and their own review process to construct a list of projects to be funded, subject to the combined total funds available from the two agencies. There will be no restriction on awards by either agency based upon the source of prior research support to the proponent(s).  Both agencies will direct the funds, earmarked for the successful projects, either to individual grants (for DOE) or as subcontracts from the Cornell University umbrella grant (for NSF).

 

We expect that the ART/GDE review and prioritization of the full set of R&D activities will occur each year, based upon periodic reporting of progress.

 

  1. Continuing grants funded for years beyond FY2005 will continue to be funded subject to satisfactory performance and the availability of funds. As is the case for new projects, the funds for continuing grants in FY2006 and beyond will be directed either to individual continuing grants (for DOE) or as continuing subcontracts from the Cornell University umbrella grant (for NSF).

There is no limit to the number of projects that can be proposed by individuals or institutions.

 

1/6/06: Project submission deadline to ART/GDE

 

  1. Each new project should include a technical project description of 6 to 15 pages in length.

 

  1. Projects that are continuing from prior years should provide a progress report, including description of results of prior research, work plan, and budget for the next year(s).

 

  1. New projects may be proposed for a period of up to two years in duration.  The work plan for each year should be indicated.

 

  1. Project descriptions or progress reports should follow the specified format provided in the template.  In addition to the technical project description or progress report, the budget, biographical sketches, short curriculum vitae, references, and other material (such as current and pending support forms), as required by both agencies, must be included.

 

  1. Letters of commitment from each institution to the prime contract university will also be needed.

 

1/15/06-2/15/06:  ILC-GDE review process, in parallel with preparation of the individual project submissions (to DOE) and the amended Cornell umbrella grant (to NSF).

                                    

2/15/06:  Proposals submitted jointly to DOE (by individual project leaders) and NSF (as amendment to the existing Cornell umbrella grant), together with recommendations of the ILC-GDE review panel.

 

Review of the projects by the DOE and NSF will be conducted jointly, without regard to prior funding of individual proponents.  The agencies will decide on the projects to be funded, as well as the funding levels for continuing grants, based upon the total funds available from both agencies, the advice from ART/GDE, and the joint peer review process.
